At T8 you can either go for North Carolina/Iowa/Montana for historical ships that are faster, or you can go Kansas/Minnesota/Vermont for ships that continue the low-speed, high-armor, high-damage trend. Alternatively, the German BB line is also fun. They get really good armor, strong secondaries, and hydro at the higher tiers.
As for DDs, Groningen is a good ship (but you lose stopping power against a push), and Loyang/Loyang B is still recommended a fair amount for cap contesting and anti-DD work. Fast OR tanky ships with good torps OR secondaries usually work the best. Alaska type ships can work but in my experience they get obliterated by the above. My pick for T8 would be Odin, Eugen, Fantasque. For T10 Ohio, Nevsky, Marceau. You could swap the DDs out for the older German variants (Z-23, Z-52) for the hydro which also works well.
