Defouler 02 sensor.

I am going to try a spark plug defouler. I see everyone putting them on the downstream O2 sensors. I am confused by this. The catalytic converter that I suspect has failed, is not getting hot enough, and installing the defouler downstream will make the ECM think said O2 sensor is even colder, when it needs to read hotter.Got a generic code P0420 with the message: "Catalyst System: Efficiency Below Threshold --> Bank 1". I understand it's most likely due to a failed O2 sensor. Could be due to the cat converter. It's a very tight fit for the 02 sensors. The post cat sensor on the front header was touching the rear header. I eliminated the post cat sensors and had them coded out of the DME. Here's a pic.
