It's meant for you to swap between two weapons. Shoot FL, hit some stuff, swap to something else and kill 'em, now your FL is reloaded again to repeat the process. There seems to be a secret effect where you can do the combo in reverse, get a kill with anything else and then get a hit with Fighting Lion and it will still get the bonus shot.

You don't need Fighting Lion equipped to complete the bounties on the masterwork. As title says, you need to have it equipped for the kills but don't worry about equipping it before claiming your bounties.
