Carthus rouge alone will not bleed people out. For bleed, go bleed infusion, although I honestly can't reccomend it, it's terrible compared to normal damage as people can roll through the bleed procs or cure with moss, getting rid of your damage. Normally, go with a standard dex build. Dex softcaps at 40 and 80.
