I was able to do the Gauldur questline at about lvl12, and I don't recall having much trouble with the archer. Might've been because of my heavy armor though, evading three/four archers is hard. Potions help greatly, especially when you reforge the amulet and you have to fight them again, you'll probably need something to regenerate stamina.
