IF NOT, check seat switch. The OPR is powered by 12V going through the seat switch. IF the relay clicks, repeat the test with the PTO engaged. It should "CLUNK" each time. If it doesn't, it's not getting power from the PTO Switch OR ground from the OPR. When I go to engage the PTO, the PTO clutch sleeve moves about half way back (not all the way) before meeting resistance. I observed this by looking at the slit in the top of the PTO shaft bearing support assembly. It "feels" like the PTO clutch sleeve is riding against the transmission shaft, but has not fully engaged over this shaft.
