Eleonoras has a good weapon skill, but the Bleed is low (aroung 77-80 at high arcane), compare to 110ish if you do the Blood infuse on normal Twinblade (str build). On a pure Arc build you'll have 584 AR with 83 Bleed. 40/40 would result in more damage than pure Dex but less damage and less bleed than pure Arcane (554 AR & 72 Bleed). If you'd go 80/80 you'd reach 653 AR with 83 Bleed.
