Dragon's Hoard's value was made back in the day of Tile Economics. As such, 30 energy and 30 minerals was VERY large back then, up to nearly half a normal sized planet's total output! Also it doesn't effect the quest line because it's about year 50 or so when you can make contact with the dragon and you need the metal to make ner dragons for your fleets. 1.
