Highly depends on scenario: Military: setup for day 3 fliers, not sure if they come so soon on lower levels but they do from time to time on insane/chaos. 2 safe shelters, tested succesfully with 6 wide 4 deep shelter defence, inside my defensive setting, just behind my flamethrowers.I've intentionally delayed putting up defense towers, automated guns, etc and mobs have remained relatively small and pests not as powerful. There will be stronger mobs eventually, but there does seems to be some calculation to mob size & strength based upon your current defense strength.
