They seem to spawn randomly in Unbidden space. I'm guessing that for every x number of systems the Unbidden take one station spawns as an anchor. You could destroy the anchor and close the portal or get ready to become the Imperium of Man and suffer for 10k years. Welcome to the pain that is anchor hunting. It's bugged out. Happened to me too. Leave the system and allow another fleet to spawn and retake the system, then enter as close to the portal as you can get and try to focus it down before the system control station dies. The Scourge also have a similar bug where I couldn't bomb the infested worlds unless it was under control of them.
