First hang up one lamp and set it to a control group. Once a character has set it to the control group you then copy that lamp throughout your house.You don't have to do anything, it is automatically applied once researched. i.e. you cannot turn it off once it is on. Which means you need to make sure your power grid can handle the increased consumption that it causes (during solar flares).
