Turns out, that these achievements are very well balanced: I got them on default settings and it wasn't too hard (train at 01:20, launch at 07:30).In 1.0 you can do that in 103. Pick a favorable map seed, you dont need to spawn enemies and you can turn up all resource values. You want a science ratio somewhere around 30-45 packs per minute, except red and green, get somewhere between 60 and 90 per minute of those. Purple and yellow science are incredibly expensive.
Think big with assembly lines and don't research anything unrelated. It can help if you have ready blueprints, then just place buildings over their ghosts. You can go as far as making a preview run of the base in editor mode and tweak it to optimal layout.
