Aug 27, 2020 · So I think I found the reason behind the black screen that occurs every time I press the 'play' button in the launcher menu. What I did is that I tried changing the refresh rate of my 300 Hz monitor to 60 Hz (which sucks) but it works. I also have to enabled the windowed+boderless or else it won't work. Go to task manager and if it's there disabled it, restart the computer. Your keyboard and mouse should now work without issue. #12.

Make sure your FPS is capped at 60, regardless of what modern hardware you're running. You can do this in your video driver's control panel or you can try a mod called High FPS Physics Fix.

The damage may already be done to those save files. So you may have to try starting a new game just to see if you get stuck in vats, in the new game. If you STILL get stuck in vats with mods disabled and in a new game, then your next step is to delete Fallout 4 and ALL save files, then reload Fallout 4 and start a new game, again.
